Is there a Second Element which is involved in NATO ATTACK

How is it possible that some helicopters of NATO & ISAF fly from Afghanistan and attack on the army check posts of Pakistan in Pak Territory. If the NATO & ISAF CHEIFS are unaware about this intolerable attack then who is the planner of this attack.
Its very simple that there is some thing in the NATO & ISAF,S CORE COMMAND, Who does not like these relations.or
It is a game plan of America.
